Guided by shared values and principles, this memorandum of understanding seeks to uphold the rule of law and foster closer bilateral cooperation. Both parties have agreed to collaborate on implementing joint activities outlined within the provisions of this MoU.
The memorandum was signed by Mr. M'hammed Abdenabaoui, First President of the Court of Cassation and President Delegate of the Supreme Council of the Judicial Power of Morocco, and by Ms. Hilde Melotte, President of the Board of the High Council of Justice of the Kingdom of Belgium, and its members, Ms. Valérie Delfosse, Ms. Vanessa de Francquen, and Ms. Lucia Dreser.
Areas of cooperation outlined in the memorandum include judicial independence, the establishment of the rule of law, judicial governance, court efficiency, administrative management of courts, digitization of court processes, judicial inspection, management of judges’ professional status, judges’ training and professional development, and other areas of mutual interest.
To achieve the outlined objectives, the parties will collaborate through a multifaceted approach. This will encompass the exchange of information and best practices, joint research and analysis, and the provision of specialized technical assistance, including the exchange of qualified personnel. Furthermore, the parties will engage in capacity building through training programs and workshops, participate in conferences, and establish joint working groups to address specific areas of cooperation. Other collaborative mechanisms, as determined by the Joint Committee, will be explored to further strengthen cooperation between the two institutions.
