The Secretary-General of the Supreme Council of the Judicial Power, Mr. Mustapha Libzar, gave a historical overview of the shifts leading to the achievement of the independence of the judicial power and the establishment of the Supreme Council of the Judicial Power in 2017, underlining the earliest days of Morocco’s judiciary and the different changes that the “Supreme Council” witnessed in the wake of the independence.
After his reference to the historical moment when the Kingdom of Morocco adopted a new Constitution in 2011, the Secretary-General shed light on the major indicators for the establishment of the independence of the judicial power, and providing the Council with organizational restructuring, independent institutional infrastructure, as well as competencies which paved the way for the Council to lead the justice system reform and serve citizens above all.
In the same respect, the Secretary-General stressed that the most important of these competencies is managing judges’ professional status according to the principles of equal opportunity and merit, as well as the criteria provided for in the Organic Law of the Supreme Council of the Judicial Power and the conditions set out in the Organic Law on the Statute for Judges.
The Secretary-General added that among the competencies entrusted to the Supreme Council of the Judicial Power are the protection of the judges’ independence against anything that could jeopardize it, the preparation of reports, and the issuing of opinions and recommendations.
The meeting was marked by a large presence of the fair’s visitors and a great interaction with its themes.
