The President-Delegate stressed that the official installation of this committee is considered a major event, not only because it brought into existence a national mechanism which aligns with global standards, primarily the execution of UN resolutions, nor because it reveals a true will and enthrones a cumulative course of practical measures in response to international standards related to combating terrorism, but because it will, as well as, further confidence and credibility which the Kingdom enjoys at an international level in the field of combating terrorism. The fruits of this trust enabled our country to chair the National Task Force in April 2019, in relation to the direct result related to combating terrorism and its financing, in recognition of the efficiency and effectiveness of the Moroccan experience in this regard by the international community.
The President-Delegate added that these measures led to the completion of the interaction workshop with two main recommendations of the Financial Action Task Force, particularly the sixth recommendation which obliges countries to implement financial sanctions regimes issued under Chapter VII of the UN Charter in accordance with Security Council resolutions, specifically those related to preventing and suppressing terrorism and its financing. The most important of these resolutions are: Resolution No.1297/1989/2203 and its subsequent resolutions regarding sanctions related to individuals and entities affiliated with Al-Qaida and ISIS, and Resolution No. 1988 regarding individuals and entities affiliated with the Taliban movement. These resolutions oblige countries to freeze, without delay, the funds, assets or economic resources of designated persons or entities listed under these Resolutions.
This is related to, President-Delegate adds, the interaction with the seventh recommendation which obliges countries to implement targeted financial sanctions in accordance with Security Council resolutions, which are related to preventing and suppressing the proliferation of weapons of mass destruction and their financing, especially Resolution 1718 and its subsequent resolutions.
The President-Delegate concluded his speech on the occasion of the inauguration of the aforementioned committee, at the headquarters of the Ministry of Justice in Rabat, by emphasizing that “the seriousness that marked the establishment of the National Committee is a positive indication of the awareness of the importance and sensitivity of the competencies entrusted to it, which members of the committee must succeed in carrying out, in order to serve security and peace in the world, and make our country - as it has always been - at the forefront of nations defending global peace and security”.
