His Majesty King Mohammed VI appointed Mr. M’HAMMED ABDENABAOUI as the First President of the Court of Cassation, and in this capacity, the President-Delegate of the Supreme Council of the Judicial Power, On 22 March 2021.
Mr. ABDENABAOUI holds a Ph.D. in Law, a postgraduate diploma in Law, and an LL. B in Law, in addition to a postgraduate diploma granted by the International Institute for Public Administration in Paris. He worked as a former professor at the Higher Institute of the Judiciary and as a visiting professor at the Faculty of Law, Economics, and Social Sciences of Mohammedia.
Mr. ABDENABAOUI joined the National Institute of Judicial Studies in 1978, and was appointed as a Deputy Prosecutor of the King at the Court of First Instant of Tantan in 1979, then served as a judge or a deputy in Laayoune, Dakhla, and Azilal between 1979 and 1984. Later on, he held several judicial positions, namely: Prosecutor of the King at First Instant Courts in Laayoune, Ben Sliman, Mohammedia (1997-1984), and Casablanca-Anfa (April 2000-January 2004). He also assumed several administrative responsibilities, the most important of which are: Advisor to the Minister of Justice (January 2004-June 2005); Director of the General Delegation for Prison Administration and Reintegration - Ministry of Justice (June 2005-March 2007); Director of Criminal Affairs and Pardons - Ministry of Justice (March 2007 - April 2017).
Moreover, he was chosen as a member of the High Committee of National Dialogue on Reform of the Justice System, a member of the Moroccan delegation to partake in the strategic dialogue with the United States of America, a member of the Moroccan delegation to discuss the report of the Kingdom of Morocco before the Human Rights Committee and the Human Rights Council (November 2004), a member of the Moroccan delegation in the discussion of the Universal Periodic Report before the Human Rights Council in Geneva (2008 and 2012), a member of the Moroccan delegation to discuss the report of the Kingdom of Morocco before the Committee Against Torture (2010), and a member of the Moroccan delegation in the discussions of the Working Group on Enforced or Involuntary Disappearances.
Prior to his appointment to his current position, Mr. ABDENABAOUI had served as a Prosecutor General of the King at the Court of Cassation and President of the Public Prosecution since 03 April 2017. As of October 7, 2017, he became the senior judicial official representing the Public Prosecution before the various jurisdictions of the Kingdom, in the implementation of Law No. 17.33 on transferring the competences of the governmental authority in charge of justice to the Prosecutor General of the King at the Court of Cassation, in his capacity as President of the Public Prosecution, and enacting rules to regulate the Public Prosecution Office.
He gained royal confidence and was appointed the founding President of the Public Prosecution Office, subsequent to the transfer of powers from the Minister of Justice to the Prosecutor General of the King at the Court of Cassation. This capacity enabled him to become a member of the Supreme Council of the Judicial Power, in compliance with Articles 110 and 116 of the Constitution, the two Organic Laws on the Supreme Council of the Judicial Power, and the Statute for Judges, especially Articles 111 and 117.
His Majesty King Mohammed VI honored Mr. ABDENABAOUI with the Order of the Throne of the Officer class in 2012 and the National Reward Medal of the Senior Officer class in 2013. He also received foreign orders, namely, the Order of the Arab Union of Veteran Practitioners and War Victims in 2015 and the Order Officer of Leopold II of the Kingdom of Belgium in 2017.
